Yes, you will be charged a 3% foreign transaction fee for each transaction made internationally.
When using your MoneyGram Debit Card at an international ATM, there with be a $3 + 3% foreign transaction fee in addition to any surcharge being assessed by the ATM owner. Currency exchange rates may apply for international transactions. Please refer to the MoneyGram Account Agreement for a list of fees.
